Two Dolphins named to NFL's under-25 team

The Miami Dolphins like to brag about the fact they have the second-youngest roster in the NFL.

Now the team's executive can also brag about the fact they have two Dolphins selected for the NFL.com's all-under 25 team, which you can check out at this link.

Second-year center Mike Pouncey, the Dolphins' 2012 first-round pick, was chosen for the all-under 25 team because of his two impressive seasons as a starter in Miami.

The write up under Pouncey's selections read: "Mike and Maurkice Pouncey are both stud centers, but the nod here goes to the less-heralded twin. He is particularly strong in pass protection, allowing just 1.25 sacks all season."

Starting strong safety Reshad Jones, who contributing 94 tackles, four interceptions, two forced fumbles and one sack in his second year as a starter, also made NFL.com's all-under 25 team.

Jones, who turns 25 later this month, finished 2012 ranked by ProFootballFocus.com as the NFL's third best safety, coming in behind San Diego's Eric Weddle and Buffalo's Jarius Byrd, who for the record turns 27 in October.

Pouncey, who turns 24 in July, spent most of the season as ProFootballFocus.com's top rated center, but his productivity dropped off in the season's final month. He finished the year ranked as the NFL's eighth best center, allowing two sacks, two hits and three hurries.

The Dolphins are one of five teams with two or more players on the NFL.com under-25 team.

Pope Benedict XVI to resign, Vatican says

Updated at 7:42 a.m. ET: ROME -- Pope Benedict XVI announced Monday he will resign on February 28 as leader of the world's 1.2 billion Roman Catholics, saying he no longer has the strength to carry out his duties.

The 85-year-old?announced his decision during an address, in Latin, at the "Concistory for the canonization of the martyrs of Otranto", a small event held early in the morning.?

The decision, which took even the Vatican hierarchy by surprise, makes him the first pope to resign since the Middle Ages.

His statement was posted on the Vatican Radio website.

Carrying out the duties of being pope required "both strength of mind and body," it said.

Joseph Ratzinger became Pope Benedict XVI in 2005. Look back at his life from childhood through his papacy.

"After having repeatedly examined my conscience before God, I have come to the certainty that my strengths, due to an advanced age, are no longer suited to an adequate exercise of the Petrine ministry," the pontiff's statement said.

The choice was a "decision of great importance" for the church, the statement added.

There are several papal contenders in the wings, but no obvious front-runner, The Associated Press reported.

It added:

Contenders to be his successor include Cardinal Angelo Scola, archbishop of Milan, Cardinal Christoph Schoenborn, the archbishop of Vienna, and Cardinal Marc Ouellet, the Canadian head of the Vatican's office for bishops.

Reuters quoted a Vatican spokesman as saying the pontiff did not fear schism in the Church following his resignation.

Greg Burke, senior communications adviser to the Holy See, confirmed the pope will step down on February 28 at 8 p.m. local time (2 p.m. ET), leaving the office vacant until a successor is chosen.

Luke Coppen, editor of UK newspaper The Catholic Herald, told the Daily Telegraph: "Pope Benedict?s pontificate has been full of surprises. This is the biggest one of all."

Born in Bavaria, Germany, in 1927, Cardinal Joseph Ratzinger became the 265th pope in April 2005, describing himself "a simple, humble worker in the vineyard of the Lord."?

Ratzinger served in the Hitler Youth during World War Two when membership was compulsory. He was never a member of the Nazi party and his family opposed Adolf Hitler's regime.?

His tough stance on theological issues had earned him the nickname "God's rottweiler." He was the oldest pope elected in nearly 300 years, according to the Associated Press.

The last pope to step aside was Gregory XII in 1415, who did so in order to end the Great Western Schism. The last papal abdication was in Celestine V in 1294.

The Associated Press added:

The move sets the stage for the Vatican to hold a conclave to elect a new pope by mid-March, since the traditional mourning time that would follow the death of a pope doesn't have to be observed.

Reuters noted that Benedict XVI's "ruled over a slower-paced, more cerebral and less impulsive Vatican."

It added:

"But while conservatives cheered him for trying to reaffirm traditional Catholic identity, his critics accused him of turning back the clock on reforms by nearly half a century and hurting dialogue with Muslims, Jews and other Christians. ...

The first German pope for some 1,000 years and the second non-Italian in a row, he traveled regularly, making about four foreign trips a year, but never managed to draw the oceanic crowds of his predecessor.

Obama to announce he?ll bring 34,000 Afghanistan troops home by next year

US President Barack Obama will announce in his State of the Union address Tuesday that he will pull 34,000 US troops home from Afghanistan in the next year, a source familiar with his speech said.

The long-awaited move will effectively halve the size of the current 66,000-strong US force in Afghanistan, ahead of a final withdrawal of most foreign combat troops by the end of 2014.

The source, speaking on condition of anonymity so as not to preempt Obama?s remarks, said the president would undertake to complete the withdrawals by around the time of his next State of the Union speech next year.

There were no immediate details of how quickly the drawdown would take place. The timetable will impact the number of troops NATO will have in place to fight the Taliban after the spring thaw in Afghanistan.

A senior US official said that Obama had telephoned Afghan President Hamid Karzai, British Prime Minister David Cameron and German Chancellor Angela Merkel to inform them of his decision.

Debate is also taking place within the administration on the size of a residual force, to train Afghan soldiers and to conduct anti-terror missions, that will remain behind after the formal withdrawal.

Last month, US officials suggested it was theoretically possible that Washington would leave no troops in the country, though some observers saw that move as a negotiating tactic with Karzai in town.

The senior official said that Washington remained committed to a long-term strategic partnership with Afghanistan, and reiterated that talks on a bilateral security agreement were still taking place.

Afghanistan has committed to taking full responsibility for its own security by the end of 2014 and the White House said there are now 352,000 troops in new Afghan security forces, thanks to a broad NATO training effort.

NATO says it will no longer lead combat operations in the next two years, but will provide support to Afghan soldiers.

Obama has made ending the wars in Iraq and Afghanistan the centerpiece of his presidency, and often declares a long decade or more of American war is almost over.

He announced after talks at the White House last month that progress in Afghanistan wrought by the sacrifices of US and allied troops would allow a speeded up transition to take place.

?We?ve pushed the Taliban out of their strongholds,? Obama said.

?And our core objective ? the reason we went to war in the first place ? is now within reach: ensuring that Al-Qaeda can never again use Afghanistan to launch attacks against America.?

Netflix, DreamWorks to make original kids series

LOS ANGELES (AP) ? Netflix is buffing up its credentials as a popular way for parents to keep their kids entertained.

The subscription video provider said Tuesday that it will team up with DreamWorks Animation SKG Inc. to create its first original cartoon series for kids.

The series will be based on DreamWorks' upcoming movie, "Turbo," which is about a snail who gets the power of super speed after getting in a freak accident.

The film, starring Ryan Reynolds, Paul Giamatti, Michael Pena and others, opens in theaters July 19. The series will be called "Turbo: F.A.S.T. (Fast Action Stunt Team)" and will debut exclusively in December on Netflix.

Netflix has been adding original programming to its roster of movies, and debuted the original series "House of Cards" on Feb. 1.

It has also increased its focus on children's programming in a move seen as taking a different tack than traditional premium pay TV channels such as HBO, Starz and Showtime, whose original shows are tailored more to adults.

In December Netflix announced it will offer Disney movies, starting with films released in 2016. It declined to make a similar deal for the rights to Sony movies starting in 2016, which was kept by Starz in a deal announced Monday.

On Wednesday, February 13, the Center for American Progress and Voices for National Service will host a panel discussion on how agencies can invest in national service to advance program goals and create jobs. At the event, CAP Visiting Fellow Shirley Sagawa will moderate the panel of experts as they discuss established and emerging models of agency partnerships, including the successful efforts by FEMA Corps in the aftermath of Hurricane Sandy and the City of Baltimore?s innovative approach to substance-abuse recovery.

Budgets at every level of government are stretched, and the need for services?particularly in communities hit hard by the recession?is growing. At the same time, many government programs struggle to identify and retain quality ?talent??the human capital that is often the deciding factor in their success or failure. National service is a critical strategy in solving these challenges.

When agencies and individual programs invest in national service, they create opportunities to do much more with existing resources, as well as integrate resources across government agencies. Furthermore, service has been shown to draw high-quality talent to public-service fields; these individuals add immediate value to the programs of which they are a part, and they represent next-generation leaders and innovators. Service is a tool to improve program outcomes and meet national goals in such areas as helping students succeed, reducing poverty, emergency preparedness, and conservation.
